Education is the most powerful weapon which you can use to change the world.”
                                                                                                                    - Nelson Mandela.

Indeed. Nelson Mandela has rightly captured the power of education in ushering a positive change in the world.  In my previous blog, I wrote about the various initiatives taken by the Hooda led Haryana Government to provide access to higher education to all sectors of the society. Digging deeper into the same cause, I would now highlight some other initiates by the state government.

One such initiative is Rajiv Gandhi Education City. It has been set up at Kundli (Sonepat), which would act as a HUB for higher learning and centre for a research in cutting-edge technologies such as nanotechnology, biotechnology and genetics. RGEC will not only provide quality education in the state but also attract reputed domestic and international institutions for higher learning, as well as expert academicians for various disciplines. In RGEC, 25% of the total seats would be reserved for the students of Haryana. The framework of this plan rests on the strength of five pillars: - people, research, trades-technology, transition and globalization, wherein ‘people’ are the source of human capital.

Haryana Government has also established 'Bhagat Phool Singh Mahila Vishwavidyalaya  Khanpur Kalan’ and Indira Gandhi University at Mirpur (Rewari). The Post Graduate Regional Centre of Maharshi Dayanand University, Rohtak has also been upgraded to the status of a new State University at Mirpur (Rewari).  Government is also accredited with the setting up of Post Graduate Regional Centre Jind and a Post Graduate Regional Centre of Kurukshetra University.

Such steps are sure to bring a drastic change in the society and create a solid foundation for a progressing society. Needless to add, education is a twin-faceted tool for an all-round development of the individual as well as the society. For, not only does a person becomes perfect with the right education, but, he also contributes to the decision-making process and overall development of the nation at large. In this sense, education is the most potent area, which, if managed effectively, can lead to long-term benefits for the society. Hooda Government, clearly, deserves accolades for harnessing the education sector through its holistic reforms.
Education is unquestionably one of the most important factors that impact the growth and development of a state.  Haryana has witnessed a tremendous expansion in the field of higher education, both in terms of quality and quantity, under the leadership of CM Shri Bhupinder Singh Hooda and Shri Deepender Singh Hooda. It is apparent from the fact that State Govt. has exponentially enhanced the annual budget allocation from approximately Rs. 254.74 crores in 2004-05 to Rs. 1097.69 crores for the year 2013-14. Currently, education at all levels is the priority of the state government.

The enactment of the National Law University, Haryana Act in 2012 was one such measure. The proposed University will be established at Rajiv Gandhi Education City, Sonipat. 25 acres of land has been provided to the higher education department for establishment of this university. The step is clearly aimed to improve the state of higher education in the state.

Another project undertaken by the Hooda led Haryana government is the constitution of Haryana State Higher Education Council. It is an apex advisory body formed to take policy decisions that facilitate access to higher education for all segments of the society. It will also oversee this process with proper planning; promote academic excellence by providing academic input for policy formulation and guide the growth of higher education in accordance with the socio-economic requirements of the state.

Shri Deepender Singh has a keen interest in the technological revolution and the overall impact it is capable of creating.  I am sure under his leadership, technology will improve education to a phenomenal extent. Keeping the same perspective in mind, EDUSAT project has also been launched. It is meant for imparting education through satellite. The project has been implemented in 63 government colleges and 39 private colleges in the state.  A total of Rs. 200 lacs has been sanctioned during the current financial year towards this plan.

In my upcoming blog, I will highlight few other initiatives that have been taken by Shri Hooda and the Haryana government to improve the state of education in Haryana.

Napolean Hill once said “Strength and growth come only through continuous effort and struggle.” And Haryana government lives up to this reality in the current scenario.
The State Chief Minister, Shri Bhupinder Singh Hooda recently announced to observe year 2014 as the “year of inclusive growth” and said 2.65 lakh new job opportunities would be provided to the youth including 65,000 vacancies in the government sector. While the recruitment process for jobs in the government sector is in progress, the remaining job opportunities would be provided in the private sector.
'Mukhyamantri Muft Ilaj Yojna' has been recently implemented in the state, under which, operation facilities, laboratory tests, medicines, dental treatment and emergency ambulance service would be provided to the patients free of cost.
Under this scheme, the enhanced pension of Rs 1,000 would be given to senior citizens, widows and physically challenged. A fixed honorarium of Rs 500 per month would be given to the Accredited Social Health Activists in the state. A 50 per cent increase in the incentive money would also be provided to them on the basis of their performance. Also, the interim relief of Rs 2,000 per month to be given to the employees of the state government would also be admissible to the employees working in boards and corporations.

In addition to these initiatives, 15,041 posts would soon be filled to clear the backlog of posts meant for Scheduled Caste and Backward Classes. Similarly, the backlog of posts reserved for ex-servicemen is also being cleared.
Another significant step is towards the women of the state. All the female applicants would be granted rebate of 50 per cent in the application fee for government jobs. This way, the state is facilitating the necessary impetus for growth to all sections of the state.
Progress counts only when it’s consistent. Haryana Government realizes this fact and ascribes the future of the state to its youth. Their timely schemes for upgrading welfare, education and growth are in line with the same thought for inclusive development.

I recently heard the news that Shri Deepender Singh Hooda will not be able to campaign actively this time due to his back problem.
In a recent interview, Shri Hooda said that owing to long and strenuous work schedule, he has injured his backbone. In medical terminology, the condition is called (L-1, F1) slipped disc and he is currently undergoing treatment at the All India Institute of Medical Sciences, New Delhi.
"I have acute pain in my backbone. It has been damaged 40% but I can recover after long bed rest. However, this time, it is likely that I may miss active campaigning in the Lok Sabha polls," Shri Hooda said.
Although he is not able to interact on ground with his supporters, but his virtual friends (on Facebook and Twitter) are actively supporting him in the online campaign. Days before Chief Minister Shri Bhupinder Singh Hooda addressed party supporters to inform them that his son would not be able to campaign due to severe back pain, his Facebook friends and Twitter followers were already aware of Shri Hooda’s health and had pledged support in electioneering for him.

Though Shri Hooda’s wife Shweta and mother Asha have been reaching out to electorate and supporters in different segments to seek votes, schedules of workers meeting at Rohtak, Jhajjar, Sampla and Badli were already posted online on Shri Deepender's official page.
Few hours after he posted his 24-page development report card on his Facebook page (which is being 'talked' about by 15,000 people and 'liked' by 410,037), it went viral and was 'liked' and 'shared' yet again, by hundreds of supporters.

The magic of Shri Hooda’s supportive leadership speaks for itself. It is due to this charisma that even in his absence, his followers are carrying the baton forward. I pray for the speedy recovery of Shri Hooda and hope that he will soon be able to campaign actively.

The Indian education system is presently facing several issues and challenges. It is the duty of the government to improve the quality of institutions in India. We have several reputed universities and institutions including IISC, IITs, IIITs, IIMs, IIS and NITs.

The importance of education lies in realizing its essence and harnessing the potential of the youth for national development. Today’s need, therefore, is to not only aid the development of intellectual skills but also encourage effective growth and development of Indian Economy. The education system must develop students as great learners, innovators, scholars, researchers and trainers in the future.

This radical thinking is clearly ingrained in the approach of Haryana Government. After continuous efforts by Shri Deepender Singh Hooda, Kendriya Vidyalaya (KV) at Matanhail (Jhajjar), Ramrai (Jind), Fatehabad (Sirsa) and Masana (Kurukshetra) have been approved by the Cabinet Committee on Economic Affairs.

In all, 54 new KVs will be opened across the country. Kendriya Vidyalayas are aimed at providing quality education to children of people working in Military/ Para Military forces, though they are open to the civilian population as well.

The main terminal stages in the general education system are secondary and higher secondary education. This is because the students take important decisions about their career at these points. I am happy to see that Shri Deepender Singh Hooda understands the importance of education in the state and is undertaking constant endeavours to ensure its strengthening.

CM Shri Bhupinder Singh Hooda recently assured people of Haryana that he will do everything to get them their share of water from the Bhakra Dam for which the Hansi-Butana Canal has already been dug.

“Some vested interests are plotting to derail our plan to get water to Haryana through the Hansi-Butana Canal but I would ensure that they do not succeed in their designs,” he said. He gave this assurance while addressing a gathering after laying the foundation stones and inaugurating various projects at Ismaila village in the district.

The canal has been dug to ensure that Haryana’s share of water from Bhakra Dam reaches every part of the state, he said. Shri Hooda said that when he became an MP, he assured the people of the area that he would never compromise on the interests of the state.

“The people of the state are with me and I will fulfill every promise I made to them. When the Congress came to power in 2005 and I became Chief Minister, people said my government won’t last long. But with the blessings of UPA Chairperson Sonia Gandhi, and cooperation of the people, my government has lasted full term and performed excellently,” Hooda said.

Before Congress came to power, the area was backward. The people of the state gave him a chance to remove backwardness and the Hooda family has taken every step to ensure that the state is on its way to prosperity and growth.

Constant need to bring in new projects and initiatives for sustainable development cannot be denied. Any government that has the desire to bring in development and a positive change in the state would definitely know the importance of the same.
Haryana Chief Minister Shri Bhupinder Singh Hooda recently announced several projects and incentives for people in the state. Shri Hooda announced to set up a sports university in Bhiwani town. It will be named after former state chief minister Bansi Lal.

A National Law University, named Baba Sahib Dr. Bhim Rao Ambedkar, would be set up at the Rajiv Gandhi Education City, Kundli, in Sonipat district, 35 km from Delhi. The chief minister also announced that the regional centre of the Kurukshetra University at Jind would be upgraded to an university.

He also announced two regional centres of the Bhagat Phool Singh Women University in Rewari and Jind districts. A regional centre of Maulana Azad National Urdu University, Hyderabad, would be set up at Nuh in Mewat district.

Mr Hooda said two new medical colleges would be set up in Bhiwani and Mahendergarh districts. For men aged above 65 years 50 percent concession in fares of the Haryana Roadways buses was announced. Women, aged above 60 years, are already availing this facility.

Giving relief to owners of auto-rickshaws, three-wheelers and goods carriers of one tonne weight, Shri Hooda announced that they would be given facility of paying one-time road tax and passenger tax.

These new projects and developments are sure to provide robust growth to the state and help in its overall development.

Infrastructure bottleneck has been a serious concern in India in its way of robust pace of economic progression.  Physical infrastructure is an integral part of development of an economy and provides basic services that people need in their everyday life. The contribution of infrastructure to economic growth and development is well recognized. It extends vital support to productive sectors, generates high productivity and supports strong economic growth.

Haryana Government is leaving no stone unturned to ensure that Haryana does not lag behind in the race to development. Shri Kamal Nath ji, Hon’ble Minister for Urban Development, Govt of India has accorded approval to various projects under UIDSSMT (Urban InfrastructureDevelopment Scheme for Small and Medium Towns) for development of Roads, Drinking water facilities and Sewerage in Rohtak city. UIDSSMT is a Govt of India scheme which aims at improvement in urban infrastructure in towns and cities in a planned manner.

Shri Deepender Singh Hooda met Shri Kamal Nath ji during the winter session of Parliament and also spoke to him a few days back requesting to clear these proposals.

The Japanese Ambassador to India Mr. Takisai Yagi recently said “Japanese Industrialists consider Haryana as their second home and will continue investing in Haryana”. The comment says much about the kind of infrastructure Haryana boasts of.

The constant endeavours of Hooda ji are fructifying results and Haryana is on its way to achieve world class infrastructure.

Friday 28 February 2014

Shri DS Hooda determinedly keeps working on how to provide better services to the people of Haryana. A leader has the potential to bring the best out of the resources provided to him. Only a good leadership can change the plight of a state and provide its people with the best amenities.  Incorporating the same thought, Hooda-led Haryana government has been setting hallmarks in development.
The state will soon be achieving yet another milestone. It will be a historic event when CM Bhupinder Singh Hooda will flag off 2 new trains from Rohtak station on 1st March 2014.

These 2 new trains- 2nd EMU between Rohtak & Delhi and a daily passenger train between Rewari and Rohtak were announced in the Interim Railway Budget 2014. They will be of immense use to the people of these regions.

Despite suffering from a severe back injury, Shri DS Hooda managed to fix the flag off date and is ensuring that everything gets executed well.

I feel immensely proud to be a part of the state which is led by such passionate leaders. I am very sure that under the leadership of the Hooda family, the state will definitely achieve mammoth heights.

Monday 24 February 2014

Every Indian is proud of the gallantry tradition of our armed forces. They have not only served courageously in the battlefield, but also pitched in with heroism whenever the country needed them. Shri Deepender Singh Hooda completely acknowledges the sacrifice by Jawans in safeguarding India’s prestige.
India has close to 2.5 million ex-servicemen. These 2.5 million former soldiers, and their families, represent a generation that sacrificed its youth in defending India’s honour. Thousands of them, who laid down their lives defending national honour, are now survived by their widows and children.

Congress-led UPA Government’s One Rank One Pension policy will ensure uniform pension for all armed forces personnel retiring at the same rank, and with the same length of service, irrespective of their date of retirement.
OROP (One Rank One Pension) has indeed ushered good news for all gallant Military as well as Para Military serving/ ex servicemen of Haryana.
Chief Minister Deepender Singh Hooda recently announced massive increase in the amount given to gallant defence personnel like Paramvir chakra from Rs. 31 lakh to Rs 2 Crore, Ashoka chakra and Mahavir chakra Rs 1 crore each, Vir chakra Rs 50 Lakh, Army, Air force and Navy Medal Rs. 21 lakh and Mention-in-dispatches to get Rs 10 Lakh.
This move shows the concern of the Hooda government towards our valiant soldiers and their families. It's a praiseworthy effort that instills strong hopes of lasting people’s government.

Thursday 20 February 2014

In my last blog, I discussed about how Haryana is becoming the sports factory of India. Many steps have been taken by Shri Deepender Singh Hooda to develop sports infrastructure and promote sports in the state.

Econometric models attribute high performance in sports to five factors, namely population, per capita income, past performance, climate and host-effect. Haryana has distinct advantages on these counts. Besides, the state is among the top performers in the country on almost all development indicators. It has achieved and maintained a very high growth rate.

The urban and rural development authorities take construction of sports infrastructure into consideration while preparing and approving area development plans. The government has made use of PPP model to mobilize additional resources for development and maintenance of sporting infrastructure.

Since the sports are increasingly becoming technology driven, the Department of Sports has identified the equipment that is required for improving standards of performance and physical fitness. Through such streamlined efforts, the state government is working towards promoting excellence in different games in a phased manner.  A number of universities, educational institutions and organizations have built sports stadiums and other infrastructure to encourage sports. A suitable institutional framework has been evolved to ensure optimum utilization of all such infrastructure by different organizations and sportsmen of the state.

It is heartening to see such promising efforts by the government of Haryana. Deepender Singh Hooda deserves appreciation, especially for promoting sports in rural areas and guiding youth towards a brighter life.

Haryana and Sports
Haryana and Sports

Sports are not only an integral part of human life but also important for human resource development. They provide effective ways of channelising the energy of youth for productive and meaningful purposes. Deepender Singh Hooda has therefore accorded a high priority to the promotion of sports in Haryana.

Two out of three medals in 2008 Olympics and four out of six Olympic medals in 2012 from London were from the sportspersons hailing from Haryana. In Haryana the Hooda government has put in place systems that is helping the discovery and nurturing of sports talent.

The State has a vibrant sporting culture. With a national population share of just over 2%, athletes from Haryana constituted 16% of the Beijing-bound Olympian contingent in 2008. Its boxers and wrestlers scripted a remarkable success story, evoking international curiosity and admiration.

The state government has given special attention to the sports infrastructure. 171 block-level stadiums are at various stages of development. An international level sports complex would be soon built at Rohtak. There are sports complexes at all the district headquarters, except new district of Mewat. A new stadium shall be constructed at Nuh in Mewat district and the existing stadium at Palwal shall be upgraded.

The state government shall continue to build new sports infrastructure as well upgrade the existing ones, out of its own resources and with the assistance of HUDA and HRDF. In the upcoming blog, I shall highlight some other initiatives that have been taken by the state government to ensure that Haryana becomes a nursery of Indian Sports.

Sunday 16 February 2014

Shri Deepender Singh Hooda has given a major boost to the development of infrastructure in Haryana.  Under his visionary leadership, many educational, health, road, rail network, power and industrial projects have been started in the state.
A new chapter in developing Haryana as an ‘education hub of international stature’ was added by the Haryana government as foundation stones of ten prestigious educational institutions were laid in Rajiv Gandhi Education City (RGEC) near Sonipat. IIT Delhi also got land in RGEC. Furthermore, National Institute of Food Technology Entrepreneurship & Management (NIFTEM), a deemed university, was also inaugurated in Kundli on Delhi- Haryana border.

The construction work of second campus of All India Institute of Medical Sciences (AIIMS) has also been started. Union Health Minister also announced the inclusion of National Cancer Institute and National Heart Institute in the AIIMS-2 complex. India's first post-independence, All Women Government Medical College started in Khanpur Kalan in district Sonipat from this academic session. Not to forget, the foundation stone of a medical college in Karnal, named after late astronaut Kalpana Chawla was also laid.
Haryana not only witnessed the synchronization of two power projects at Jharli, but also reached an understanding with Bhutan to setup Hydel Power Project in the neighbouring country.
The state got its first Shatabdi on Delhi-Rohtak-Tohana-Ludhiana route. The Memorandum of Understanding (MoU) for development of 151 kilometer long, Rai Malikpur-Narnaul-Mahendergarh-Dadri-Bhiwani-Kharak corridor in the state got signed. Rohtak- Kalanaur-Bhiwani-Loharu road also got converted into the national highway. High-Speed train for Panipat-Sonipat-Delhi and Alwar-Gurgaon-Delhi got approval from National Capital Region Planning Board (NCRPB). NCRPB also approved the survey for Hisar-Rohtak-Delhi high-speed train.

All these infrastructural developments reflect the passion and commitment of the incumbent government to develop the state. Shri Deepender Singh Hooda, clearly stands matchless, with his constant endeavours to make Haryana a world-class state.

The elimination of poverty and provision of basic civic amenities to people, especially those living in rural areas, have been the most important goals of our government. It is impossible to ignore the rural sector whenever strategies of development are pursued.  Besides, the planning system in India has a history of emphasizing on the problems of the rural sector. And this is primarily because good rural infrastructure is the key to any kind of development in the country.
Deepender Singh Hooda has a thorough understanding of the need to develop rural infrastructure. He has immensely contributed towards Haryana’s development.  That’s why the people of Haryana share an unwavering faith in Shri Hooda.
He recently visited the villages of Lijwana Kalan, Nand Garth, Lijwana-Khurd, Karsola in Julana Assembly.

He interacted with the people at Lijwana Kalan, Nand Garh, Karsola and laid the foundation stone of
- 2 storied ITI building at Lijwana, to be built with a cost of Rs 3.5 crore
- Sports stadium at Shadipur with a cost of Rs 4 crore

He also inaugurated 30-bed CHC building at Julana built with a cost of Rs. 6.80 crore.

Such initiatives by Shri Deepender Singh Hooda not only reflect his pro-people policy, but also depict his progressive mindset towards the development of Haryana.

Monday 10 February 2014

Shri. Deepender Singh Hooda has become an epitome of excellence in political Diaspora. He always ensures that the poor and the marginal are being taken care off in his state. His constant tours in various villages stand as a shining example for the same. He has always worked for his people and their welfare and development.

Shri. Deepender Singh Hooda recently visited the Jhajjar distt, and the villages of Mathanhail, Bahu, Sasroli and Khorda. Villagers were overwhelmed to see their leader and therefore went up to him with their problems.

He interacted with the people there and assured that their problems would be taken care of. He laid the foundation of the Woman’s Government College at Bahu that has to be built with a cost of Rs 12.5 Crore. He also laid the foundation stone of the road from Khorda to Chirya.
He inaugurated a platform and shed built at Nayi Anaj Mandi and Connecting Road from Bahu to Jholri

All these steps have been taken to ensure speedy growth and development of the area. Since, Infrastructure is the key to development, Shri. Deepender Singh Hooda’s efforts are sure to bear fruits.

In a country where 68.8% of the people live in rural areas, the ardent need to develop the villages cannot be ignored. Shri. Deepender Singh Hooda knows this and his constant endeavors to ensure that the villages in Haryana are on the path to development reflect his ideologies. He has always given a lot of importance to the unvarying need to build the infrastructure of the state especially of villages. Only when our villages will be fully developed, Our Country can actually become a true Superpower.

Shri. Deepender Singh Hooda recently toured Badli Assembly.
He visited village Dewarkhana, Lohat, Mundakhera, Ismailpur and Jahangirpur and laid the foundation stone of some critical development projects like-

- Sports Stadium at Dewarkhana.

He also, inaugurated bridge on Drain No.8 at Ismailpur which will bring relief to commuters between this area and adjoining areas of Delhi. Haryana is blessed to have a politician who believes in inclusive development. It is this ideology that has built Haryana into what it is today.

What defines a true and honest politician?

Is it defined by commitment and loyalty to one’s work and ensuring that the region is on its way towards overall development and growth?  Shri. Deepender Singh Hooda has all the qualities and abilities that make him a politician to look upto.

He recently toured Badli Assembly in Jhajjar district. He visited Talao, Dariyapur, Lagarpur, Surha, Rankhanda, Karondha and Kheri Hoshdarpur.

3. Shahidi Park at Hoshdarpur.

He also inaugurated Rajiv Gandhi Sewa Kendra and Ch. Ranbir Singh Hooda Gram Panchayat Sewa Sadan at Talao.

Politics is all about giving back to the region and ensuring that the state is in a state of sustainable development. Shri. Deepender Singh Hooda has set an example for other politicians to emulate. Good governance is about the processes for making and implementing decisions.

It’s not about making ‘correct’ decisions, but about the best possible process for making those decisions. Shri. Deepender Singh Hooda is not leaving any stone unturned to ensure that his people are satisfied and are always striving for growth and excellence.

The march towards a new India cannot be complete without the inclusion of the last person standing in the line. Under Bhupinder Singh Hooda’s visionary leadership, Haryana Congress cultivated the ideology of empowering the weaker and vulnerable sections of the society.

Deepender Singh Hooda Addressing People at Bahadurgarh

Haryana has recorded an incredible pace of development in the last few years. It has been possible because of the various pro-people, pro-growth and pro-development policies initiated by the Hooda government. Bhupinder Singh Hooda, along with his son Deepender Singh Hooda, has taken the responsibility of working towards the needs and rights of the people. Under their wise leadership, the party workers have been able to implement such futuristic plans, projects and schemes which are highly beneficial for the common man.

You might wonder that how can the leaders formulate plans for the people without even knowing what their needs and wants are?

This is exactly what the Hooda government is working towards and it’s precisely the reason behind Haryana’s exemplary progress. Over the years, Deepender Singh Hooda has developed a culture to organize various ‘Janta Darbars’ which help the state leaders get closer to common masses.
Recently, Deepender Singh Hooda toured various villages in Bahadurgarh including Noona Majra, Kanonda, Khairpur and Line Paar area in Bahadurgarh town. Here, he laid the foundation stone of much awaited Railway underpass that would greatly help the commuters and residents of this area. The total project estimation is Rs. 31 Crore. He also promised that he would personally keep a track on this Railway underpass so that work is completed well in time.

This clearly highlights the commitment of this young Congress leader towards the empowerment of common people. The Hooda government has always lived up to their promises in the state. It goes without saying that the key to prosperity in Haryana lies in the way the government connects with the people here. Bhupider Singh Hooda’s experience and Deepender Singh Hooda’s youth leadership has resulted in a perfect blend of governance which is exactly what the people want.
